CETOP Education initiative

The CETOP Education philosophy can be summarized with the following CETOP Education Mission statement: CETOP provides the forum for National Associations to take up an active role in developing, driving and implementing standards, quality and content of “COMPETENCE BASED LEARNING AND DEVELOPMENT” involving hydraulics, pneumatics and associated controls. This gives a recognized qualification structure throughout Europe.

Harmonised pan-European requirement profiles for particular qualification levels are one of the tasks of the CETOP Education Commission. This work has now been formalised by the unanimous approval of several CETOP Recommendations. All of them are featured on the CETOP website.

“Qualifications associated with fluid power systems” identifies 3 European levels of competence ranging from specialized operators to senior technicians and covers the whole of Europe, it identifies knowledge and skills expected for each of these levels. Work currently in progress will make it possible to launch CETOP programmes intended to help professionals develop and provide support of these throughout their professional lives.

The second Recommendation “Implementation of Education Recommendations in Europe” proposes a general methodology, for use by each CETOP member national association, this will facilitate the creation of a European resource which will identify and recognize these skills in all the European countries affiliated to CETOP.

The purpose of “CETOP Qualifications Approved Centers Guideline” is to provide a specific informative guideline to “Approved Centers” and the processes associated with quality assurance and quality control of competence based qualifications.

CETOP has furthermore developed competence based qualifications to meet the occupational levels of those people involved in the maintenance and management of fluid power systems and covers the specific subjects of hydraulics as well as pneumatics. Among these are the following 2 Recommendations:

The Recommendation Level 3 “Hydraulics Programme” is intended for those people involved in the maintenance and management of hydraulic systems and who require knowledge and competence based skills to support work based activities such as: planning and preparation, interpreting and using technical information, devising and following sound procedures associated with installation, commissioning, testing, fault diagnosis, rectification, maintenance, servicing and re-establishing a machine “fit for purpose”.

The Recommendation Level 3 “Pneumatics Programme“ is intended for those people involved in the maintenance and management of pneumatic systems and who require knowledge and competence based skills to support work based activities such as: planning and preparation, interpreting and using technical information, devising and following sound procedures associated with installation, commissioning, testing, fault diagnosis, rectification, maintenance, servicing and re-establishing a machine “fit for purpose”.

CETOP Education Commission

We represent the CETOP Education Commission. Our role is to review, develop,
improve and strategically plan to steer competence based learning and development in the right direction assuring the continued capability, effectiveness and safety of our workforce.
The Education Commission has an established “Strategic Plan” with clear objectives to:

RAISE AWARENESS and GREATER UNDERSTANDING OF CETOP QUALIFICATIONS.
ENSURE THAT ALL NATIONAL ASSOCIATIONS HAVE A CLEAR VISION OF HOW TO ACHIEVE A SUCCESSFUL OUT COME.
DEVELOP A NETWORK OF CENTRES OF VOCATIONAL EXCELLENCE.
DEVELOP A STRONG COMMUNICATION NETWORK FOR EDUCATION.
SHARE GOOD PRACTICES AND QUALITY CONTROL PROCEDURES.
BUILD ON THE EXISTING QUALIFICATION STRUCTURE IN LIGHT OF INTEGRATED ELECTRONICS AND CONTROL.

The Education Commission is responsible via the Vice President for Education to the PRESIDENT’S COUNCIL, in turn the President’s Council reports and consults with the CETOP Association members who form the GENERAL ASSEMBLY.

Level of competence

Managing your level of competence

According to your level of education you will be able to assess your competence.

Level 1
Doing activities according to an established procedure. These activities are repetitive or of short duration. If faced with a problem, then calling for assistance or following a set procedure.

Level 2
Carrying out various actions which need an understanding of technical factors. These could lead to an interpretation (tolerances, operating methods) or the application of various and non-repetitive instructions. This can imply checks, simple diagnoses and an ability to react to changes. Team work is often essential.

Level 3
Imply a wide and complex range of activities, using one’s initiative and making decisions on certain technical aspects (specifications, resources, processes). The ability to carry out a plan of operation, to identify and remedy errors is an important attribute. For these positions, taking responsibility (work quality, results) is expected.

The CETOP Education Recommendations describe by level the “Competence Based Qualifications” (knowledge and application of the knowledge). The Recommendations are available as download.

There are several Education Centres throughout Europe which have courses related to the CETOP Education Recommendations. On request of the related national CETOP Member Association, some of these Centres have been acknowledged and approved as CETOP Approved Education Centres. They fulfill the requirements of the CETOP guidelines for approved centres and the processes associated with quality assurance and quality control of competence based qualifications.
